China Petrochemical Corp (Sinopec) in joint venture with Kuwait based Kuwait Petroleum Corporation (KPC) and Total SA started the construction of refinery & petrochemical complex project on Donghai Island near southern coastal city Zhanjiang in Guangdong, China. The project involves construction of a refinery and petrochemical complex comprising a 15 million tons per year (300,000 barrels per day) refinery, a one million tons per year cracker and some downstream plants. The project also includes construction of support facilities such as a crude jetty, product oil and chemical jetties, a bulk jetty and oil product pipelines to an initial station.
In May 2010, KPC-Sinopec alliance received NDRC\'s preliminary approval for the project. KPC will supply all the crude feedstock for the integrated plant. In September 2010, China government granted approval for environmental impact assessment (EIA) and technical review. In March 2011, the National Development and Reform Commission (NDRC) granted final approval for the refinery and petrochemical complex project on Donghai Island in Zhanjiang.
