The proposed Seahorse Pipeline is expected to be 30 inches in diameter and approximately 700 miles long, with the capacity to transport up to 800,000 barrels of crude oil per day from the Cushing oil hub to the Louisiana Gulf Coast. The pipeline will operate as a multi-grade common batch system that, along with Tallgrass’ Pony Express Pipeline, will ensure domestic refiners and international markets have access to “neat” barrels from five different production basins. Seahorse is expected to start commercial operations in the third quarter of 2021.

Seahorse will terminate at the planned Plaquemines Liquid Terminal (PLT), a joint venture between Tallgrass, Drexel Hamilton Infrastructure and Louisiana state agency, Plaquemines Port & Harbor Terminal District.

27 November 2018, Tallgrass Energy, LP has announced it has signed a binding agreement with an unaffiliated third-party that has the potential to be an anchor shipper and equity partner in Tallgrass’ proposed Seahorse Pipeline. Tallgrass also announced details of a US$30 million land acquisition that will serve as the site for PLT. The site includes more than 600 acres of land along the Mississippi River about 30 miles south of New Orleans.

Plaquemines Liquids Terminal: The proposed Plaquemines Liquids Terminal (PLT) is a Tallgrass Energy, LP led joint development project with Drexel Hamilton Infrastructure Partners, LP and in concert with the Plaquemines Port & Harbor Terminal District (PPHTD), a Louisiana state agency. The proposed PLT project is a 200-acre liquid export terminal facility on the Mississippi River in Plaquemines Parish, Louisiana. The bulk liquid export facility is being permitted for up to 20 million barrels of storage. PLT will have the ability to fully load and unload Post-Panamax vessels on its deep-water dock.
