Platinum Hydrocarbon Resources Proposed Refinery

Introduction


The proposed Refinery location is Ikwewu in Delta State and it's approximately 4km from a third party flow station. It is sourrounded by Amukpe field, Ovhor field, Oben Field and Sapele oil, Upokoiti, Obodo field.

The project is targeted at the entire 10,000 bpd refinery with emphasis on 5,000 bpd topping plant utilizing Escravos crude oil to produce unstabilized naphtha, kerosene, diesel and residual fuel oil for the Delta State market. The entire refinery would produce gasoline, kerosene, diesel and residual fuel oil by installing secondary treatment units to upgrade naphtha from the distillation units to high-octane gasoline (PMS).

The refinery project is planned in two (2) phases and it is expected to commence with an early production topping plant with the objectives of 5,000 bopd from the feedstock. This first phase of (5,000 BPD) is intended to install an early production system to provide initial revenue stream to investors and build operational capability. Cash flow from the topping plant will be used to finance part of the future expansion of the plant to 10,000 bpd hydro skimming plant which is expected to start after 2 to 3 years of operations.

The second phase (5,000 BPD) will be geared towards increasing throughput and middle distillates yield and will upgrading low octane naphtha to gasoline and will cater to the secondary processing needs of the entire refinery. This phase is intended to improve the overall product mix with the goal of maximizing gasoline (PMS) and diesel (AGO) production without minimizing the production of low sulphur fuel oil due to the absence of bottoms upgrading capability.

The overall strategy is to start with 5,000 bpd topping plant utilizing Escravos crude oil from nearby oil fields from OML 38 to produce unstabilized naphtha, kerosene, diesel and residual fuel oil for the Delta State market and possibly for export.
