Dos Bocas Refinery Construction

Introduction


Mexico has proposed to build an oil refinery with a capacity of 340,000 barrels per day (BPD). The planned Dos Bocas refinery in the Gulf Coast state of Tabasco would be the seventh and biggest refinery in Mexico. 

In March 2019, the government launched a bid for the construction of the refinery. Two consortia and two sole parties were invited, Bechtel and Techint; WorleyParsons and Jacobs Engineering Group; KBR; and Technip. But later In a press conference, Mexican President Andres Manuel Lopez Obrador stated that the tender to construct the project becomes void as the foreign firms did not meet the requirements for the tender.

In May 2019, The Government of Mexico has announced that state-owned firm Pemex will build the Dos Bocas refinery in the Port of Dos Bocas.

In Jul 2019, The Mexican government has unveiled the winners of contracts for the planned USD8 billion Dos Bocas refinery. Following the Mexican government's rejection of full-scale EPC bids earlier in the year, due to a failure among bidders to meet the required time and cost targets, national operator Petroleos Mexicanos (Pemex) was given responsibility to oversee construction of the 340,000 b/d refinery, which will be built near the Dos Bocas port on the southern coast of Mexico. The bidding process has subsequently been split into six separate phases. The contract for the coking plant has been awarded to a JV between Fluor and ICA. A JV between Samsung Engineering and Asociados Constructores DBNR won the contract for the hydrodesulfurization plant, while KBR and Mexican construction firm Grupo Hosto won two other contracts, including work on the gas generator plant.

The Mexican government aims to complete the refinery in three years.
