Haliba Oil Field Development Project

Background

The project involves the development of an oil field with a production capacity of 30,000 barrels per day (BPD). It includes the drilling of 41 oil production wells and 39 water injection wells and the construction storage units, drilling of, three water supply wells and one water disposal well, and the installation of related machinery and safety equipment and the laying of pipelines.
 
Amec Foster Wheeler and Technip SA have been appointed as a study consultants. Amec Foster Wheeler carried out a feasibility study to evaluate options for the transfer of crude oil from Haliba to the Asab facility, and Technip SA completed a front-end engineering and design (FEED) study for the project.
 
Al Dhafra issued a tender for the project management consultancy (PMC) contract for the project. Amec Foster Wheeler (UK), CH2M Hill (US), SNC Lavalin (Canada), WorleyParsons (Australia) and Technip (France) submitted bids for the PMC contract in the third quarter of 2016.

The project involves the construction of an oil field with production capacity of 30,000BPD in Abu Dhabi, the UAE.
 
The US$400 million project includes the following:
 
1. Construction of tanks
 
2. Construction of storage units
 
3. Drilling of 41 oil production wells
 
4. Drilling of 39 water injection wells, 3 water supply wells, and 1 water disposal well

5. Installation of related machinery and safety equipment
 
6. Installation of 132 kV and 33kV overhead electrical transmission lines
 
7. Laying of pipelines

Expected workload

The project  production targeted is 20,000 b/d in 2019, ramping up to 40,000 b/d in 2020.

Company behavior

WorleyParsons was awarded the PMC contract in the fourth quarter of 2016.
 
In November 2016, Al Dhafra issued a tender for the engineering, procurement and construction (EPC) contract. Abu Dhabis National Petroleum Construction Company, Indias Larsen & Toubro (L&T), China Petroleum Engineering & Construction Corporation (CPECC), and Italys Tecnimont submitted the technical bids for the EPC contract on November 20, 2016. 
 
On March 26, 2017, L&T, the consortium of CPECC and TechnipFMC, ABB, Hyundai Engineering & Construction and Tecnimont submitted the commercial bids for the EPC contract.
 
In May 2017, L&T has emerged as the front-runner to secure the EPC contract after submitting the lowest bid of US$341.79 million. CPECC-TechnipFMC consortium submitted a bid close to US$450 million, while Tecnimont bid about US$550 million.
 
On February 12, 2018, L&T Hydrocarbon Engineering (LTHE) was awarded US$341.79 million contract to provide engineering, procurement, construction and commissioning of flow lines, gathering facilities and pipelines to transfer crude oil and gas from Haliba fields to a processing facility at Asab.
