The refinery, which is to be built in Mashi town of Katsina State, northern Nigeria is targeting to produce between 100,000 and 150,000 barrels of crude oil per day (bpd). The duration for the completion of the modular refinery project is put at between three and four years. The governments of Niger and Nigeria have agreed in principle to cooperate on building an oil pipeline and refinery. The refinery would receive crude oil through the pipeline from Niger’s oilfields in the Tenere desert. A Memorandum of Understanding (MoU) was signed on July 25, 2018 between Nigeria and Niger for the supply of crude to power the proposed 150,000 barrels per day refinery. The refinery will be completed in 2021. The project will see the construction of a pipeline network that will supply crude oil from the Republic of Niger to the refinery. The project is estimated to cost about US$2 billion.
