The concept of building the Kaduna refinery was developed in 1974, alongside the idea of the Warri refinery. Both refineries were deemed to be required to meet Nigerian fuels demand, and develop NNPC's integrated position. The petrochemical complex at the refinery was added in March 1988 with 30,000 metric tonne per annum capacity. The linear alkyl benzene plant was designed to source its entire raw materials supply including utility supplies, from the refinery. The two plants were merge into a single subsidiary company as NNPC says "in view of their interdependence, common goal and proximity", Kaduna Refining and Petrochemical Company Limited (KRPC).
Long-established operation, but antiquated infrastructure and sustained lack of effective maintenance, vandalism, including to pipeline and power infrastructure to support the refinery's operations has meant that major repairs are needed as well as upgrade.
Nigeria's federal government estimates that it needs US$1.2billion to repair and bring the three refineries: Port Harcourt, Warri, and Kaduna, up to a 100% potential utilisation rate. based on scale, POGP estimate: the Kaduna refinery upgrade will require investment of ca. US$300-320million.
June 2018: Upgrade Contract negotiations have been conducted with US industrial operator GE, Saipem, oil trading house Vitol, Sahara Group, MRS Oil Nigeria. Latest reports suggest contracts could be signed, October 2018. Group Managing Director of NNPC, Dr. Maikanti Baru, said June 21, 2018 NNPC goal is to become a net exporter of refined products by year 2019, and this was on course, as there are ongoing discussions to revamp all the four existing local refineries through utilizing private capital in form of a contractor financing model.
