The Kharyaga oilfield, discovered in 1970 started production under phase-1 development in 1999 and the output was tripled to over 7,800 bpd. The production output is now exported to Germany and Baltic ports. Phase-2 development was launched in 2000 and was completed in 2003 with the startup of new installations. It was targeting an output of 2.8 million tpy (56,000 bpd). The field lies 90 km inside the Arctic Circle in Russia’s Nenets region. 
Initially, Total planned to embark on the third phase in 2007. That year, the Kharyaga project joint committee approved changes to the project's technological plan on the basis of a decision by the Russian government. The revised plan lowered the 2013 oil production target from 3.5 million to 3.1 million tonnes (62,000 bpd). 
It extended the total period of development of Kharyaga from 33 to 56 years, and called for the building of facilities to process associated gas. Modernisation of the central production facility and construction of a complex to treat associated gas is in the scope of Phase 3. 
The Kharyaga field's associated gas has high sulphur content and it is thought Phase 3 of the project will also involve building a plant capable of separating this from the gas and producing 5,000 tonnes of granulated sulphur per year. It is one of three Russian projects operated on the basis of a Production Sharing Agreement (PSA). Zarubezhneft assumed operatorship of the Kharyaginskoye field in August 2016.
