The Sever, or Kstovo-Yaroslavl-Kirishi-Primorsk, pipeline carries ultra-low-sulphur diesel (ULSD) produced at landlocked refineries in the Urals region to the Baltic ports of Primorsk and Vysotsk, where it can be exported to markets in northern Europe. The pipeline was launched in 2008 and its capacity was expanded from 8.5 million tpy to 15 million tpy in 2016 and to 18 million tpy in 2017. Transneft plans to expand the pipeline further so that it can pump up to 25 million tpy from 2018-2019. In April 2018, Transneft said it had completed all construction work necessary to expand the pipeline’s capacity to 25 million tpy, although the pipeline will need to undergo tests and be filled before commercial flows can begin.
