The development stages:Awaiting construction decision/2016-04,Under Construction/2014-11,In operation/2019-12.The investment is US$3.28bn.Despite Pemex's budget cut for 2015, a major reconfiguration of its Ing. Antonio M. Amor refinery, in Salamanca, Guanajuato state, is still a priority for its main downstream subsidiary, Pemex Refinación. The main objective of the Residual Conversion Project (PCR by its Spanish acronym), is to convert fuel oil into petcoke (petroleum coke) in order to minimize contaminants and reduce fuel oil supply in the region. Similarly, it is designed to produce better quality and higher added-value fuels by maximizing residuals in order to boost gasoline and diesel production. The initiative is also intended to modernize the company's lubricants train, increase FCC capacity, and improve the refinery's economic performance.
