The development stages:Under Construction/2007-12.The investment is US$4.16bn.Nicaragua's El Supremo Sueño de Bolívar refinery project is being developed by both Nicaragua and Venezuela, but is being mostly financed by the latter country. In 2007, PDVSA and Nicaragua's counterpart Petronic created Albanisa to build the 150,000b/d refinery. The project would boast 1Mb storage capacity. The project will be carried out in three phases, the first of which is for a fuel reception, storage and distribution plant; LPG filling plant; and refinery complex. Phase two envisions an inter-oceanic pipeline and phase three a petrochemical complex. Works also envision power generation to supply the project, surplus from which may be sold. As of March 2015, only the storage facility has been completed, and construction on the refinery has been suspended because of a lack of funds.
