Built in 1917, the refinery was upgraded to its present capacity in 2000, and processes oil from Trinidad and abroad to supply diesel, LPG and other products to the local market. Trinidad's output of around 40,000 bpd of crude is produced under licence by operators such as Canada's Touchstone Exploration. This has been processed at the refinery, along with up to 100,000 bpd of imported oil. Petrotrin purchased the refinery from Texaco Trinidad Inc. in 1985.
An ultra low sulphur diesel (ULSD) plant was to be constructed at the Pointe a Pierre refinery complex. The plant was meant to produce 40,000 barrels per day of the fuel with sulphur, under 8ppm, complying with Euro V standards.
