The investment is US$270mn.The natural gas pipeline will run from an interconnection with the Esperanza-Venta de Carpio gas pipeline in Tlaxcala state to Morelos state's power plants and industrial areas, which currently have limited access to the fuel. The contract was awarded to Elecnor in October 2011. In June 2012, Elecnor decided to form a 50-50 JV with Enagás. Investment is estimated at US$270mn for a 30-inch, 159.8km pipeline, as part of the Morelos integration project (PIM), which includes the construction of two power plants. The pipeline will have a maximum supply capacity of 320Mf3 (9.01Mm3) gas to the Centro I combined cycle plant located in Yecapixtla, Morelos state, as well as CFE's power plants and the private sector. The pipeline was expected to begin operations in 2015, but the project has faced strong opposition from the general population, community leaders and legislators since 2012. Similarly, given the fact that the pipeline will run near the Popocatépetl volcano, among other environmentally sensitive areas, the scientific committee has deemed the project unsafe and risky. As a result, the project's timeline has been delayed and its start date is uncertain.
