Al-Khafji's offshore package is part of the KJO program in the Divided Zone's (DZ) between Saudi Arabia and Kuwait to increase the region's crude oil output by 100,000 b/d to 700,000 b/d. The development in the offshore area includes marine platform on which units for separating gas from oil will be constructed; control equipments; helicopter landing area; marina for supply and maintenance boats; subsea pipes for the collection and transportation of oil; and oil pumps to pump oil to the shore. This part also includes pipes for the collection and transportation of the gas to the shore where it will be treated and part of which will be returned to the offshore area to help increase the production. In addition, it will include the development and modernization of some exiting facilities in the field to cope with the new facilities.

The offshore portion of Al-Khafji development was tendered in three separate phases:

- Phase 1: involves the installation of the fourth Integrated Wellhead Jacket (IWJ) platform to be constructed in the divided zone. The IWJ-4 platform weights 1,100 metric tonne and will be constructed 40-kilometers offshore at a water depth of 30-meters. It will consist of 2-level deck with associated helideck and will have 12-well slots and 2-bay vertical jacket.

- Phase 2: involves the expansion in the loading terminal and 8-km, 36-inch subsea pipeline, 5.5-km, 13.8-kv submarine cable and structural platform modifications such as the replacement of 48-inch manifold to accommodate the new 36-inch topside piping. The expansion will also include design and installation of an offshore loading control system.

- Phase 3: covers the fabrication and installation of 6 Offshore Platforms with a total weight of 17,000 tons in addition to modifications to 5 existing platforms, new subsea pipelines with total length of 110 km and diameters of (28" / 36" / 42") and laying of subsea cables with total length 32 km.
