In 2007 Petrobras signed an umbrella agreement with Sonatrach for the supply of Algerian LNG to Brazil. The construction work then started in December 2007 for the Guanabara Bay LNG Terminal. In January 2009 the Guanabara Bay terminal construction and erection works were completed. Then the FRSU ‘Golar Winter’ was delivered. In 2014, Excelerate Energy provided an FSRU to upgrading the facility’s capacity. The Floating storage and regasification unit (FSRU) \'Experience\' was delivered by Excelerate to Petrobras on a 15-year time charter. The FSRU has a Storage capacity of 173,400cm, with a send-out capacity of 22.5mcm/day. It provides natural gas to the Southeast gas pipeline network and primarily serves the thermal power plants in the region.
The terminal, which is 365 metres long and can receive ships of up to 143 thousand tonnes deadweight, has three arms to receive the LNG from the supplier ship, at 160 negative centigrade degrees. At the other side, there are three more arms to load the regasificator ship, besides two arms to receive the product and inject it in the duct.
