The Meta Refinery will cost about US$2.1 billion to build and have a refining capacity of 40,000 barrels of crude a day, supplying fuel to the region and diluent to Ecopetrol for the transportation of heavy crudes by pipeline Ecopetrol SA has agreed to supply crude to a refinery scheduled to start operations in 2015. Colombia’s environmental agency ANLA awarded a license for the refinery project that will be overseen by La Empresa de Petroleos del Llano-Llanopetrol.
The province of Meta owns the majority stake in Llanopetrol. The refinery was expected to start in the first quarter of 2015 and finish before year-end. However, as of February 2017, development at the refinery had not started. In December 2014, it was confirmed that the selection of companies to build oil refinery in Meta, where 36 Multinational Enterprises for the EPC and 28 for civil works, of which 6 are in the area of influence, 16 Villavicencio and Meta, 14 & 5 Foreign Nationals.
In December 2015, it was announced that Russia\'s Rosneftegazstroy had been selected as a financial partner of the refinery. An MoU was signed with the Russian firm during which it was agreed to charge Rosneftegazstroy US$19 million in the first months of 2016. Construction was slated to take 2.5 years at an investment cost of US$2.1 billion. Llanopetrol would take a 20% stake in the project alongside Rosneftegazstroy with 80%.
