PELs 23 and 28 are two licenses located in Namibia, Africa. PEL 23 lies in the Walvis Basin and PEL 28 in the Orange Basin. The concessions cover a total area of c.20,000 km2 and are located in emerging areas where the presence of hydrocarbons has already been proved. The former operator HRT planned a three-well Namibian exploratory campaign starting in the first quarter of 2013 using the Transocean Marianas semisubmersible. HRT proceeded with a long-awaited farm-out agreement for the blocks, according to which, Galp Energia took a 14% stake and contributed to well costs in three exploration areas.

Three wells were drilled during 2013, of which two in the Walvis basin and one in the Orange basin. None of the wells resulted in a commercial discovery.
