SCT&E LNG requests long-term, multi-contract authorization to export domestically produced LNG from the SCT&E LNG Terminal to be constructed under authorization of Section 3 of the Natural Gas Act. The Project facilities are anticipated to include six LNG trains, three LNG storage tanks with capacity of approximately 160,000 cubic metres, and vessel loading facilities. Each of the LNG trains will be capable of producing up to two million tonnes per annum (mtpa) of LNG, for a total capacity of twelve mtpa of LNG. Due to the sheer size of the export terminal, the project will be built in three phases, with approximately four mtpa produced per phase. Currently, the Project facilities would permit natural gas to be received by pipeline at the SCT&E LNG Terminal, liquefied, and then loaded from the storage tank onto an LNG carrier berthed alongside the SCT&E LNG Terminal. SCT&E LNG has secured approximately 246 acres adjacent to the Calcasieu Ship Channel in Cameron Parish. This allows SCT&E LNG to develop the land to the fullest extent which includes liquefaction of natural gas with loading and unloading docks and the construction of the SCT&E LNG Terminal. SCT&E LNG named John Siffert as the company’s President of Engineering and Construction for the development of its liquefaction and export terminal on Monkey Island, in Cameron Parish, Louisiana. Siffert will lead the SCT&E LNG team in finalizing its selection of a liquefaction technology and will direct the project through the Federal Energy Regulatory Commission approval. Following FERC approval, he will lead the team in its engineering and construction phases.

Contractors:

Proes: Contract to complete the marine infrastructure studies for its LNG project on Monkey Island, Cameron Parish, Louisiana. As one of its initial tasks, Proes will develop a waterway suitability assessment to submit to the United States Coast Guard. Furthermore, Proes will work with the SCT&E LNG environmental team to advance the FERC pre-filing process. Over the next forty-five days, the company will select its natural gas liquefaction technology provider and engineering contractor, moving closer towards the scheduled start of the FERC pre-filing process in the second half of 2015.

Technip: Master Services Agreement (MSA) to execute engineering services necessary to develop the project, including the Front End Engineering Design (FEED) and supporting the Federal Energy Regulatory Commission (FERC) process. (July, 2016)
