Ohio Pipeline Energy Network (OPEN) is a pipeline project located in Columbiana, Carroll, Jefferson, Belmont, & Monroe counties, Ohio in USA. The Project will consist of approximately 73.17 miles of new 30-inch diameter mainline pipeline and associated pipeline support facilities in Ohio, including a new compressor station. Reverse flow modifications at existing compressor stations along Texas Eastern’s existing mainline will be located in Ohio, Kentucky, Mississippi and Louisiana. Approximately 35 miles (49%) of the proposed pipeline facilities will be either within or adjacent to existing transmission line or pipeline right-of-way (ROW). The capacity will be 550,000 dekatherms per day (Dth/d), while the project is scheduled to be completed in November 2015.

The project is designed to provide pipeline transportation capacity to deliver new incremental production from the emerging Utica Shale and Marcellus Shale plays to growing and diverse markets in the Midwest, Southeast and Gulf Coast. The rapidly emerging Appalachian production area, including the Utica Shale play, has created new opportunities to increase supply diversity for growing domestic natural gas markets. The Utica Shale play is proving to hold impressive quantities of natural gas, oil and natural gas liquids. The Ohio Pipeline Energy Network (OPEN) Project will transport newly emerging natural gas supplies to markets. Texas Eastern marketing activities have led to the identification of Chesapeake Energy Marketing as an anchor shipper for the OPEN Project.

OPEN provides shippers with the opportunity to design transportation services from proposed new receipt points in numerous Ohio counties, as well as a limited ability to add primary receipt point rights in the Uniontown, PA area, to delivery points across the Texas Eastern market delivery and access area in the Central and Southeast regions. Spectra Energy conducted an open season to seek interest in the OPEN Project. The company has begun the regulatory review of the Project. The Federal Energy Regulatory Commission (FERC) is the lead agency in reviewing the OPEN Project and has approved Texas Eastern to start a series of activities prior to filing a formal application for Project approval.
