MarkWest New Mexico, L.L.C. (MarkWest) owns and operates an 8-mile, 10, 12, and 16-inch diameter pipeline that is located in New Mexico, USA and is referred to as the Hobbs Lateral or Hobbs New Mexico Pipeline. The lateral functions as a header system connecting three electric power plants to the interstate pipeline systems of Northern Natural Gas Company, Transwestern Pipeline Company, LLC, and El Paso Natural Gas Company. The power plants, which are owned by, or contracted to, Southwestern Public Service Company (SPS), are the only delivery points on the Hobbs Lateral. As such, SPS has historically been the only entity to use the lateral and has contracted for the line\'s full capacity on a firm basis. Nevertheless, other entities may technically contract for interruptible service pursuant to a tariff approved by the Federal Energy Regulatory Commission and posted on MarkWest\'s website. The tariff also permits SPS to release its firm capacity to other entities. The total transportation capacity is 276,000 MMBtu/d and while Interruptible Transportation Service is available under MarkWest\'s tariff, there are currently no shippers contracting for interruptible service.
