The project will see the construction of an Integrated coal liquefaction plant, will utilize Carbon Basin coal and produce ultra-low sulphur gasoline, low-sulphur petroleum products as well as electric power (300-750MW) at planned cogen plant on site. Project will use Fischer-Tropsch coal-to-liquids technology. ExxonMobil will provide its MTG technology to convert crude methanol directly to low sulphur, low benzene gasoline. The fuel will be piped 200 miles to Denver, CO.

The Medicine Bow plant is expected to produce a number of byproducts, including carbon dioxide, sulphur, steam and water, naphtha, slag and other chemicals. The company proposes to capture over half of the carbon dioxide emitted during the coal refining process and will pipe the CO2 gas to Wyoming oil fields for enhanced oil recovery.

Phase I will produce 21,000 bpd of gasoline from coal, and 200MW coproduced electric power.
Later phases will expand to 40,000 bpd.

Arch Coal Inc will build and operate Medicine Bow SaddleBack Hills coal mine which will support the project and expansion. DKRW estimates that it will hire up to 2,300 skilled and unskilled workers at the peak of the construction period. The plant then will require up to 450 permanent workers to run both the coal-to-liquid plant and the coal mines.
