The project has been mooted since at least 2013, with the UK’s Amec Foster Wheeler selected to carry out front-end engineering and design work.
EPC bids are to be invited in June 2017, with a view to completing the scheme within four years.
When first discussed, the terminal was envisaged comprising 23 storage tanks primarily for diesel and gasoline. However, the scope is thought to have been modified, spurred partly by the government’s ambitious plan to develop a US$20 billion new city in the area eventually envisioned housing some 400,000 residents.
This scale is considered somewhat far-fetched given the authorities’ notorious failure in the past to implement such grandiose schemes.
