The Jebel Ali LNG import Terminal is located 35 km southwest of the city of Dubai and provides natural gas for power generation and other industrial uses. In 2010, Dubai Supply Authority (DUSUP) completed the construction of the LNG import terminal in the port of Jebel Ali, which allows for the import of LNG via a floating storage regasification unit (FSRU). Golar Freeze, a LNG ship, chartered by DUSUP from Golar LNG Company, was specially converted into the FSRU.

The project consists of 126,000m3 FSRU capable of supplying 3 million tonnes of gas a year, which is permanently moored to the island berth; marine facilities, including mooring and breasting dolphins and a loading platform; a horizontally, directionally drilled, submarine pipeline linking the loading platform to an existing pipeline at the shoreline; and an onshore plot within Jebel Ali Port dedicated to supporting the LNG facility.

DUSUP’s terminal needed to expand its capacity to meet Dubai’s increasing demand for natural gas. DUSUP entered into a long-term Time Charter Party Agreement with Excelerate in 2015 for a larger and more efficient FSRU to replace its existing regasification vessel. The upgraded Explorer has 151,000 cubic metres of LNG storage capacity and is permanently moored alongside the jetty at Jebel Ali and can accommodate deliveries from ships as large as 263,000 cubic metres.

In 2008 Qatargas and Shell signed a Sales and Purchase Agreement to supply LNG to Dubai. Halcrow was appointed by the LNG supplier, to perform front end engineering and design (FEED). The first cargo was delivered in year 2010.
