The project includes a proposed 400,000 barrels a day refinery along with a petrochemicals complex to be completed in four stages. The first phase covering the hydro-skimming refinery. Three downstream petrochemicals plants would cost US$11-13 billion in future stages.
In June 2013, Japan offered to lend 82.7 billion yen (US$739.6 million) to build a Natural Gas Liquids (NGL) refinery at Khor-al-Zubair, to be followed by a 39.2 billion yen (US$350 million) loan to renovate Khor-al-Zubair’s port. Both loans had a reported term of 40-years, according to Nikkei. The plant will source NGL-feedstock for southern Iraq’s Rumalia oilfield.
