The Jazan Economic City Project is part of a strategy to nurture non-oil based industries, expand the Kingdom’s existing industries to serve domestic needs and rejuvenate the Jazan region by providing employment opportunities. Construction of the refinery and terminal will start in 2014. When completed in late 2016, the refinery will have the capacity to process 400,000 bpd of Arabian Heavy and Arabian Medium crude oil, as well as producing 80,000 bpd of gasoline, 250,000 bpd of ultra-low sulfur diesel and over 1 million tons per year of benzene and paraxylene products. The front-end engineering and design (FEED) phase of the project’s Integrated Gasification Combined Cycle complex will use the refinery’s by-product to economically and efficiently generate 2,400 MW of electricity to cover the refinery’s needs. It will also enable the development of small industries nearby and provide power for cities in the area. The workforce building the Jazan Program is expected to exceed 40,000 over the next four years. In October 2013, 550 young Saudis from Jazan began their training and the total intake will reach 5,000 over a four-year period. The objectives are to qualify young Saudis for jobs in the construction phase of the project, participate in advancing national development and contribute to the economic development of Jazan.

Petrofac: Two EPC contracts for the refinery, namely the North Tank Farm and South Tank Farm

Air Products: Contract to supply 75,000 metric tonnes per day (20,000 oxygen and 55,000 nitrogen) to the Jazan refinery for 20 years. The industrial gas complex will be designed and built as part of a joint venture between Air Products and Saudi investment group, ACWA Holding using Air Produtcs’ proprietary technology. Once built, this facility will be 25 per cent owned by Air Products and 75 per cent owned by ACWA Holding.

Mohammed Al-Mojil Group (MMG): MoU with Essar Projects (EPL), a global EPC (engineering, procurement, construction) contractor headquartered in Dubai, to provide construction services for project developments.

ABB SIU Shanghai (together with ABB Saudi Arabia): US$6.1 million analyzer system package order for Package 4 of Saudi Aramco\'s Jazan Refinery from Petrofac. The scope of the order includes the delivery of four analyzer shelters with four ABB FTNIR analyzers, 13 ABB PGC5000 analyzers and five RVP analyzers. Package 4 is the first analyzer package among the four packages of the Jazan Refinery project.

Alderley FZE (a subsidiary of Alderley plc):
- (March 2015) Contract to supply nine oil metering systems and small volume provers for the Jazan Refinery Package 14, Marine Terminal Project in Saudi Arabia by the Hanwha Engineering and Construction Corp. Alderley FZE \'s scope of supply is for nine metering systems that will utilise turbine metering technology to each measure a specific liquid: HS diesel, vacuum gas oil, naphtha, MTBE (MethylTert-Butyl Ether), fuel oil, gasoline, ULS (Ultra Low Sulphur) diesel, benzene and paraxylene. The systems will be engineered, designed and manufactured at Alderley\'s Dubai facilities with support from our local Saudi facility in Dammam. The metering systems have a planned delivery of September 2015.
- (May 2015) Contract to supply six liquid metering systems for the north and south tank farm facilities and truck loading arm facilities at the Jazan Refinery in Saudi Arabia.The six metering systems will be engineered, designed and manufactured at Alderley’s Dubai facilities with support from the firm’s local Saudi facility in Dammam.

Petrotechnics: Has been selected by Accenture to deliver its solution for Saudi Aramco’s new Jazan refinery complex. Proscient will be implemented as part of Saudi Aramco’s integrated manufacturing operations management system (imoms), to reduce risk, improve productivity and lower costs. (Jan, 2017)
