Halfaya oilfield Project

Background

The Halfaya oil field is one of the major oil fields in southern Iraq at Kahla City. The field is classed as a super giant oil field with about 4.1 billion barrels of oil reserves. The oil field is 30 kilometres long and 10km wide. A 20-year service contract has been signed with the aim of boosting production to 535,000 b/d.
A consortium led by the China National Petroleum Corp. (CNPC), along with Total SA (Total), Missan Oil Company (MOC) and Petroliam Nasional Berhad (Petronas), is undertaking the development of Halfaya Oilfield project in Iraq. 

The project involves the development of an oil field with production capacity of 400,000 barrels per day (BPD) or 47,600 m3 per day (m3/d) in three phases. The Halfaya oilfield has estimated reserves of 4.1 billion barrels of oil reserves.

The first phase involves the construction of three crude processing facilities with production capacity of 100,000BPD of crude oil and a 2.6 million m3/d of natural gas.The second phase involves the construction of a processing unit with a capacity of 100,000BPD of crude oil or a five million tonnes per annum (MTPA), laying of 272km trunk pipeline, and the drilling of 43 wells.
 
The third phase involves the construction of a field pump to increase the production capacity to 400,000BPD.
 
It includes the construction of storage tanks, warehouses, a distillation unit, compressor units, a heat exchanging unit, and the installation of pipelines, electric pumps and safety systems. 

Brief  Introduction

The Halfaya field is an undeveloped oil field and the existing activities are divided into two packages:

Package 1: Development of Halfaya oil field crude oil processing facility

The scope of work is required to cover design detailed engineering, supply of materials and commission of complete 50,000 bpd dry basis degassing bank of gravity with wells manifold, delivery of equipments & materials CIF Basrah, supervision of installation & technical assistance during field construction, erection, testing & commissioning of the train.

Scope of work also includes detail design and hook up drawing, isometric drawing, construction and commissioning procedures etc. To facilitate construction of plant with minimal supervision. It shall include performance guarantees and equipment and material warranty for 12 months after provisional acceptance. All equipment to be supplied with third party inspection certificates.

Boundaries are limited by incoming crude oil flow lines on one side and delivery lines to the flow tank on the other side.

Package 2: Development of Halfaya oil field dehydration and desalting units.

The scope of work required to cover design, detailed engineering, procurement of equipment and materials, delivery of equipment and materials, CIP Missan supervision of installation and technical assistance during field construction, erection, testing and commissioning of one crude oil dehydration desalting train located at station in Halfaya. The unit shall be designed for 50,000 b/d dry crude basis.

The crude oil production from the field will reach 535,000 barrels per day by 2016.

Vessels fabrication should be carried outside Iraq.

The scope of work also include details of design vessels fabrication drawing and hook up drawing, ISO metrics drawing, construction and commissioning procedures.

Company behavior

In April 2013, the construction activities on the second phase commenced and completed in the third quarter of 2014.

In October 2014, conceptual design activities on the third phase completed.

PetroChina International Iraq FZE Iraq Branch has been appointed as geotechnical consultant.

On May 6, 2016, MOC announced for the successful drilling of 5 new wells at the project site.

In October 2017, Petrofac was appointed to undertake Project Management Consultancy (PMC) services. Petrofac is responsible for managing and supervising the development and progress of several engineering, procurement and construction work scopes including: the central processing facility, power plant expansion, gas process plant and all associated facilities. 

In November 2017, Baker Hughes (BHGE), a GE company, was appointed to deliver frame 6B gas turbine electric generator trains to support power generation.

The construction activities are underway and scheduled to be completed by the fourth quarter of 2018.
