The Khabarovsk refinery is controlled by the Independent Petroleum Co (NNK). It has an oil processing capacity of 100,000 bpd and is fed with oil from both Eastern and Western Siberia. The Khabarovsk refinery used to receive its oil via rail, but in September 2015, the facility was connected to the Eastern Siberia – Pacific Ocean (ESPO) pipeline system via a spur line. The refinery distributes end products across the Russian Far East and the Asia-Pacific region.
