Located near Hemel Hempstead in Hertfordshire, the Buncefield Storage Terminal supplies petrol and other oil products to the wider South East and London regions. In addition, it provides aviation fuel for a number of airports, including nearby Luton and Heathrow. First opened in 1968, it employs 16 people and is the fifth largest such depot in the UK. It handled some 2.37 million metric tonnes of petrol and other oil products a year, filling 400 tanker lorries per day. The petrol and other products are pumped to the facility by an underground pipeline from the Lindsey Oil Refinery on Humberside. This pipeline was completed in 1990. A further pipeline then continues directly from Buncefield carrying aviation fuel to Heathrow. The wider Buncefield site is also used by BP, Shell and British Pipeline. The facility was devastated by a series of explosions in December 2005, at the Hertfordshire Oil Storage Terminal unit operated by TOTAL (60%) and Texaco (40%)

On 27th March 2013 British Pipeline Agency Limited (BPA) began one of its biggest projects in 30 years – Buncefield Aviation Storage Terminal Rebuild Project, after its destruction in the 2005 fire. Following BPA’s successful completion of the Front End Engineering Design, in 2013 BPA were instructed by West London Pipeline and Storage (WLPS) and United Kingdom Oil Pipelines Limited (UKOP) to proceed with the full reconstruction project. The project involves the detail design and construction of 8 tanks totalling some 65,000m3 of fuel storage and all associated pumping terminal and control facilities. Amec have been appointed as main Works Contractor and the work is scheduled for completion in 3 years. The new facilities will be built to the highest safety and environmental standards and will re-instate Buncefield Terminal to its strategic role of supplying aviation fuel to Heathrow and Gatwick airports. JOP Ltd have begun construction of an 8 million litre Used Firewater Pond for BPA in Buncefield Terminal, Hemel Hempstead. The pond will be constructed using Rawmat impervious bund lining materials and be completed in 10 weeks. In March 2015, Amec Foster Wheeler said that its auditors had placed the Buncefield contract on the watch list because it had suffered margin decline and delays. In December 2015, JOP Ltd announced it had completed remediation works involving the carve, fill, and installation of capping which covered a 25,000 square metre area.
