Afipsky Oil Refinery Ltd. produces fuel oil, diesel fuel, aviation kerosene and, gasoline. The company was founded in 1975 and is based in Seversky District, Russian Federation. As of June 29, 2010, Afipsky Oil Refinery Ltd. operates as a subsidiary of NefteGazIndustria Group. CB&I has been awarded contracts valued in excess of US$90 million by NefteGazIndustriya, LLC, through project developer MAVEG GmbH, to provide the technology licenses and front end engineering and design (FEED) services for the Afipsky Oil Refinery in Krasnodar, Russia. CB&I\'s project scope includes FEED development for multiple new process units, including a 2.5 million ton per annum hydrocracker unit licensed by Chevron Lummus Global, a joint venture between CB&I and Chevron, as well as hydrogen and sulfur units licensed by CB&I and other associated units. CB&I is also providing technology and FEED services for a crude distillation/vacuum distillation/visbreaker complex, which will utilize the Shell Soaker Visbreaking technology jointly licensed by CB&I and Shell. The project for modernization of Afipsky refinery capacities is in order to increase the volume of processing of feedstock and oil conversion ratio and in order to improve the quality of products. The modernization includes the design, construction and financing of facilities to ensure the expansion and renovation of the existing Afipsky refinery facilities as well as construction of high-conversion refinery at the Afipsky, including:
Stage I – expansion of the existing production facilities to increase the capacity of primary oil processing up to 6.0 million tons per year and optimizing logistics of feedstock supply;
Stage II – construction of high-conversion petroleum refinery (combined residue vacuum distillation and vacuum residue visbreaking unit, diesel fuel hydrotreater, vacuum gas oil hydrocracking complex) to increase oil conversion ratio to 82% and provide output in accordance with the requirements of the Technical Regulations;
Stage III – construction of a delayed coking unit, in order to increase oil conversion ratio to 93% with maximizing the production of Euro-5 diesel fuel and maximizing the production of light oil.
The implementation of the Project will increase the oil conversion ratio from about 51% to about 93% and bring the Nelson Index of the factory to 6.0 (current indicator is 1.0). Currently stages I and II of modernization are being implemented. CB&I\'s project scope includes early detail engineering and procurement services for multiple new process units, including a 2.5 million ton per annum hydrocracker unit licensed by Chevron Lummus Global, a joint venture between CB&I and Chevron, as well as hydrogen and sulfur units licensed by CB&I and other associated units.
