Odfjell Terminals Europe and Grand Port Maritime du Havre (GPMH) in 2013 signed a Site Reservation Protocol for a plot of land in the Port of Le Havre in the Normandy city of Le Havre in France to develop a bulk liquid terminal. The project was suspended until further notice in 2014, as commercial uncertainty in the European market shook GPMH’s rationale for bulk liquids expansion. Odfjell wrote-off US$1 million because of the suspension in its third quarter report for 2014.

The planned terminal would be located inside the Port of Le Havre along the Grand Canal Maritime and the plot is approximately 31.5 hectares. It would consist of at least 150,000 cbm for storage of petrochemical and petroleum-related products. Construction was, as of March 2014, anticipated to start in 2015, and was foreseen for completion during the 2nd half of 2017. Total investment for the first phase was estimated at around US$195-261 million (EUR 150 - 200 million).

Port of Le Havre is one of Europe\'s largest ports, strategically located by the entrance to River Seine. The port is a deepwater port able to accommodate all types of sea-going vessels. Le Havre is an important industrial port with a local chemical cluster, which is a part of the Seine Valley industrial complex till Paris and its region. The industrial and port zone of Le Havre and Rouen is indeed the second biggest in Europe in terms of industrial setting-up in chemistry and petrochemistry. Traffic of Port of Le Havre was 64 million tons in 2012 (36.7 for liquid bulk).
