Pechora LNG is a scale project comprising development of two fields in Nenets autonomous district in Northern Russia: Kumzhinskoye and Korovinskoye, development of a gas-transport infrastructure, construction of LNG plant, Gas treatment plant (GTP), as well as offshore export terminal. Rosneft bought 100% of the venture in December 2015 following approval from the Russian Anti-Monopoly Service (FAS). Rosneft reportedly plans to expand the LNG\'s remit to take in offshore resources. However, in November 2016, Rosneft said the LNG project\'s implementation was questionable. It is believed to be considering the option of building Pechora as a gas-fired chemical production centre instead. The matter will be considered during the FEED process for Penchora, during which the future contractor will assess the viability of an LNG development for three months.
The proposals to be assesed include an FLNG with 4.3 million tonne capacity, or gas and chemical enterprises with capacity for 6.9 million tonnes of methanol and 3.3 million tonnes of urea.
LNG Plant
Liquefied natural gas plant will be positioned on a site area of 220 hectares in Indiga community area in a non-freezing part of the Barents sea coast, 230 km off district administrative centre - Naryan-Mar town. The actual complex will provide dry gas processing in the volume of 4 billion cubic metres per year and 2.6 million tones LNG production even at the first phase. For LNG production, the Air Products will apply APCI liquefied technology. Capabilities of the gas processing plant expansion to 8 billion cubic metres are put in the project. Asian-Pacific region is specified as Commodity market to a product. In compliance with the feasibility stuidy prepared by Technip, Italy involving the leading Russian and international organisations, about US$4 billion investments will be required for the construction of LNG plant together with infrastructure facilities. LNG shipment will be performed by special sea terminal built in a close proximity from the plant.
Aside from consideration of a traditional onshore construction method of LNG plant, Pechora LNG explores the possibility to put to use Floating Liquefied Natural Gas Barge technologies (FLNG), providing production, processing, liquefaction, storage and shipment out of a shore land. It is assumed to use the basic facility without production and processing elements - FLSO in Pechora LNG Project. Thus, the concept of field development and transport scheme is not changed.
Resources
Reserves of Kumzhinskoye and Korovinskoye fields are the resource base for implementation of Pechora LNG Project. Reserves within site areas constitute as follows:
On Kumzhinskoye field: by category АВС1+С2 104.5 bcm of gas, 3.9 million tons of condensate, by category 2Р by PRMS classification constitutes 79.9 bcm of gas, 3.1 million tons of condensate. Design annual volume of production will constitute 3.2 bcm of gas per year, 170 thousand tons of condensate per year.
On Korovinskoye field: by category АВС1+С2 the reserves constitute 41.1 bcm of gas, 1.0 million tons of condensate. By category 2Р by PRMS classification the reserves constitute 31.0 bcm of gas, 0.8 million tons of condensate. Design annual volume of production will constitute 1.0 bcm of gas, 30 thousand tones of condensate. Within the limits of the field development 16 wells on 8 pads on Kumzhinskoye field, and 16 wells on 5 pads on Korovinskoye field will be drilled.
During Pechora LNG Project development, 395 km overhead pipelines will be built and put into service:
- 80 km pipeline, diameter 426Х15 mm will be laid from Korovinskoye to Kumzhinskoye field.
- 15 km pipeline, diameter 720Х17 mm - from Kumzhinskoye to GTP.
- 95 km methanol pipeline will be laid from GTP to Korovinskoye field, required to ensure work on the fields, as well as a gas pipeline in harsh environment of NAD.
- Gas treatment is accomplished at GTP for the further transportation, as well as condensate production which will be routed to the engine fuels complex for production of gasoline and diesel fuel for NAD needs.
- 300 km pipeline, diameter 720Х17 mm will connect GTP and LNG plant. The pipeline routing which pass through the animal migration places, 20m length underground corridors will be built.
