Komsomolsk refinery has been part of Rosneft since the company’s establishment. The refinery’s crude distillation capacity equals 8.0 million tonnes (58.5 mln barrels) per year. Komsomolsk Refinery processes West Siberian crude, which is delivered via the Transneft pipeline and then by rail after reloading at the Uyar (near Krasnoyarsk) and Zuy (near Angarsk) rail junctions. The plant also processes crude oil coming from Rosneft’s Sakhalin fields via the Okha — Komsomolsk-on-Amur pipeline. The refinery specialises in the production of motor and jet fuels. Komsomolsk Refinery is a key petroleum product supplier of the Russian Far East, where outputs are distributed by Rosneft’s major marketing subsidiary RN-Vostoknefteprodukt. In addition, petroleum products from the refinery are exported primarily to Japan, South Korea, and Vietnam via the third-party Vanino marine terminal in the Khabarovsk region as well as Rosneft’s Nakhodka terminal.

The Komsomolsk Refinery processed 7.76 million tonnes (56.8 mln barrels) of crude oil in 2010, which is 6.3% more than in 2009. Capacity was fully loaded and petroleum product output was 7.56 million tonnes. Cost cutting measures were implemented at the Refinery in 2010, and results included reduction of fuel consumption from 2.8% of overall refinery throughput in 2009 to 2.7% in the reporting year. Construction work was carried out in 2010 on a delayed coking facility, commissioned in mid-2011. The new facility increased refining depth to 75% from 60.2% in 2010. Rosneft is currently implementing a large-scale expansion and upgrade project at Komsomolsk refinery, which is scheduled to run through 2013 and is primarily aimed at increasing the refinery’s capacity to 8 million tonnes, increasing refining depth to 95%, launching production of high-quality Euro-4 and Euro-5 products, implementing process control and management systems meeting modern industrial safety and environmental standards as well as establishing mechanisms to adjust the volume and quality of petroleum products in accordance with market trends and seasonal fluctuations in demand.
