The Vostochny Maylisu IV and Kugart oil and gas prospects are located in the Republic of Kyrgyzstan. Agreement on cooperation in the gas industry between OAO Gazprom and the Government of the Republic of Kyrgyzstan dated May 16, 2003, while Memorandum on intention to establish a joint Russian-Kyrgyz oil and gas company dated January 27, 2006. In December 2015, Gazprom said it would expand geological exploration in the Kugart and East Mailisu IV concessions following talks between Gazprom CEO Alexei Miller and the president of Kyrgyzstan, Almazbek Atambaev.
The total reserves estimate for the licences is 2.1 bcm of natural gas and 500 thousand tons of oil. The licence area includes the Kugart Trough, where a deflection can be observed on sections of the articulated Naiman-Achisai protrusion and Suzak-Chigirchik system of anticlines. Anticlinal folds in the Kugart deflect are viewed as promising for oil and gas deposits which may be situated in Mesozoic structural lithological sediments. However, the Kugart-1 exploration probe drilled in 2004 encountered no oil and gas signs, though geological information was collected from drilling.
In January 2008, OAO Gazprom completed the feasibility study and developed the stage by stage program for geologic exploration of the agreed upon oil and gas promising sites and the Russian Kyrgyz Steering Committee was established to supervise the fulfillment of the provisions of the Agreement dated May 14, 2007.
In February 2008, OAO Gazprom received licenses for the use of mineral resources at Vostochny Maylisu-IV and Kugart. In July 2008, the Stage by stage program for geologic exploration at the areas of Kugart and Vostochny Maylisu IV for the period from 2008 through 2011 was approved, which coordinated top priority areas, volumes and stages of geologic exploration work at the specified areas, as well as the justified costs for their implementation. In December 2008, the design of geologic exploration work at these areas was completed.
