Project Profile

Value: US$700 million
Location: Shymkent, Southern Kazakhstan
Capacity: 5.25 million tonnes/annum & 105,000 bbl/day
Start-up Year: 2015

CNPC is planning upgrades to the refinery, which include installation of a catalytic cracker. 3MM to 4MM of catalysts will be required. PetroKazakhstan Oil Products produces approximately 65% of the refined products produced by the Republic’s three main refineries.

The Shymkent refinery has a total operating capacity of approximately 6.6 million tonnes per year or about 51.1 million barrels per year. The Refinery uses domestic Kumkol Crude Oil from the Kumkol Oil Field. Shymkent Refinery mainly deals with crude oil from Siberia and Kazakhstan with a level of processing of 59%. Euro II compliant products include A-76, АИ-93, АИ-95, and А-80 gasoline, diesel fuel, fuel oil, LPG and jet fuel, etc.

The refined product yield includes different grades of gasoline, diesel, aviation kerosene, Liquified Petroleum Gas (LPG), Vacuum Gas Oil (VGO) and mazut. PetroKazakhstan’s product quality remains exceptionally high as a result of professional and sophisticated refining processes and the extremely high quality of Kumkol crude.

All of the products supplied to the refinery must meet GOST-K standards. Quality is the most important factor when PKOP considers tenders for products.

A second modernisation project will include surveys of crude oil and refined product markets and selection of companies for developing a feasibility study. It is planned to increase the conversion depth, improve the quality of products up to Euro-3 requirements (by revamping the existing units and constructing the new ones), expand the product slate with high-value petrochemicals (polypropylene and benzene), increasing the crude oil capacity.

CNPC acquired PetroKazakhstan in 2005 and became one of the two substantial shareholders of Shymkent Refinery. CNPC and KazMunaiGaz each have 50% stakes in Shymkent Refinery.
