Capacity: Initial: 30,000bpd; target: 60,000 bpd
Planned initial 30,000-bpd capacity oil refinery at Hoima Uganda. Joint development agreement between Uganda National Oil Co., (UNOC) with Albertine Graben Refinery Consortium signed in August 2017. The latter is a consortium comprising US GE Group, contractors Saipem, Lionworks Group and Yatra Africa, and have contracted to build and operate the refinery. The winning consortium beat bids from Chinese interests and from Russia's RT Resources. 
In April 2018, a target capacity of 60,000bpd was approved. The project will also see the construction of a 210km refined fuel product pipeline from the Hoima refinery to Kampala. A 200MW power plant to support the refinery will also be built. 
Shareholder structure has not yet been completed. At present it appears that the Ugandan government will hold and finance 60%, with smaller shareholders, potentially including Total holding 10%, the Tanzanian government 8% and the Kenyan government 2.5%.

Albertine Graben Refinery Consortium (AGRC): a consortium composed of Baker Hughes General Electric (BHGE), YAATRA Africa, LionWorks Group and Saipem SpA, represented by Maurizio Coratella, head of Saipem’s Onshore. The AGRC will have each member undertake a specific role during pre-final investment decision (Pre-FID) activities and EPC of the refinery.
