The Hainan Petrochemical Refinery is located in Yangpu Economic Development Zone in the northwest of Hainan Province, South China. On June 3, 2003, Sinopec Hainan Oil Refining Preparation Team was established. On April 26, 2004, the foundation stone for Hainan Oil Refining Project was laid. On September 28, 2006, after one-time successful commissioning, the whole production facility was put into commercial operation.

The refinery has an annual crude oil processing capacity of 8 million tons. It has 17 sets of oil refining and petrochemical production units as well as the corresponding oil storage and transportation facilities and utility systems, including 8 million tpa atmospheric and vacuum distillation, 3.1 million tpa catalytic raw material pretreatment, 2.8 million tpa heavy oil catalytic cracking, 800,000 tpa desulfuration and de-mercaptan, 600,000 tpa gas fractionation, 100,000 tpa MTBE, 1.2 million tpa continuous reforming, 200,000 tpa isomerization, 1.2 million tpa hydrocracking, 60,000 standard cubic meters per hour hydrogen production, 2 million tpa diesel hydrorefining, 300,000 tpa and 700,000 tpa aviation kerosene hydrorefining, 80,000 tpa sulfur recovery and solvent regeneration, 180 tons/hour acid water stripping, 200,000 tpa polypropylene, as well as a 80,000 tpa JV styrene plant.

Hainan Petrochemical mainly processes imported crude oil and its own deep water dock is located in Yangpu Shentou Port Area with 5 berths capable of storing 300,000 tons of crude oil and 100,000 tons of oil products. Its annual throughput can reach over 25 million tons. It can store 1.10 million cubic meters of crude oil and over 700,000 cubic meters of finished products and semi-finished products as well as corresponding transport and conveyance facilities. It mainly produces and sells various petrochemical products, including gasoline, diesel, aviation kerosene, naphtha, benzene, LPG, fuel oil, polypropylene and styrene. All the gasoline and diesel products reach the EU III standards, which are mainly sold to regions such as Hainan Province, South China, Southwest China as well as Hong Kong, Macao and other regions, and are directly radiated to the Southeast Asia markets. In 2013, The State Council, the National Development and Reform Commission gave the permission for the Hainan Refinery Expansion project. The provincial government and Sinopec signed a cooperation agreement on December 2014 to add 100,000 bpd of crude refining capacity and 1 million tonnes-per-year of ethylene production capacity. The expansion project is estimated to cost US$6.2 billion.
