Chiba is an integrated Refinery and Petrochemical Plant; located in the centre of the Keiyo coastal industrial area in the Kanto region. Chiba constitutes the core plants of Keiyo Coastal Industrial Complex. It plays an important role in maintaining a stable supply of petroleum products to the Kanto area. The refineries have a total of three units for distilling crude oil into gasoline and other petroleum products. Together, the two refineries can handle around 400,000 barrels per day of crude, accounting for 10% of domestic refining capacity.
The refinery has the Group’s (TonenGeneral Sekiyu) only RFCC (resid fluid catalytic cracker) and MPHC (mild pressure hydro cracker), and maintains efficient operations through alliances with adjacent refineries and chemical plants of industry partners. It is also one of the Group’s most important export bases. The venture (Cosmo Oil and TonenGeneral Sekiyu) will spend 10-20 billion yen (US$97-194 million) to connect the refineries with pipelines and take other steps toward joint production. The refineries will share intermediate products and jointly procure crude oil.
