Cilacap is the largest oil refinery located on the island of Java near Jakarta city in Indonesia. The Cilacap refinery has the total capacity to produce 348,000 barrels per day (bpd). Cilacap refinery is integrated with Petrochemical plant and producing Purified Terapthalic Acid (PTA) and Paraxylene. The refinery upgrade was initiated as part of the master plan for the economic development, acceleration and expansion of Indonesia.

The first Cilacap oil refinery (FOC I) was built in 1974, with an initial capacity of about 100,000bpd. The design, engineering, procurement and construction services for the project were provided by Fluor. The refinery\'s capacity was later increased to 118,000bpd through a de-bottlenecking project. The second refinery unit (FOC II) was built in 1981 and commenced operation in 1983. It had an initial processing capacity of 200,000bpd, which was subsequently increased to 230,000bpd in 1998-1999. The fourth Cilacap refinery unit became operational in September 2010. The oil processing capacity of the refinery was increased to 248,000bpd.

The Cilacap project consists in a 36,000 BPSD grassroots Prime-DTM (Distillate Hydrotreater) unit allowing the production of ultra-low sulfur diesel.

It was built and is operated by PT Pertamina (Persero), the national oil company of Indonesia. In November 2015, Pertamina and Aramco signed an agreement (HOA) to formalize joint ownership, operation, and upgrade of the Cilacap refinery.
