The refinery is a joint venture between China Perfect Machinery Industry (Sinomach) and Cambodia Petrochemical Corp. (CPC).

Phase one of the refinery will have a 2 million tpy (40,000 bpd) processing capacity. CNPC unit Sino Great Wall International Engineering broke ground on the first phase of the project in May 2017, with completion slated for 2019.

Phase two will boost capacity to 5 million tpy (100,000 bpd) and is to come on stream in 2022. A third phase could be added after that.

The refinery plans did not move forward until May 2016 when CPC granted a US$620 million first phase construction contract to state-owned CNPC.

Sinomach and CPC had originally awarded an EPC contract to Sinomach’s Tianjin Petrochemical Engineering Design (TPED).

The project secured US$1.67 billion in funding from the Export-Import Bank of China in 2013.

In December 2012, Sinomach and CPC made the final investment decision (FID) to build the Prey Nob refinery, in the Kampong Som Petrochemical Industrial Zone, along the southern coast in Cambodia.

With US$1.62 billion capital expenditure this refinery should have a capacity of 5 million tpy (100,000 bpd) of crude oil.

In June 2012, China and Cambodia signed a first agreement to invest US$400 million capital expenditure in a 300 MW coal-fired power plant in Kampot, Cambodia’s largest port. This power plant was to supply the Kampot Special Economic Zone and the crude oil refinery to be installed at Prey Nob. CPC and Sinomach expected the refinery to come on stream in late 2015.

The two companies intend to establish 300 retail stations throughout Cambodia through a US$300 million investment.
