A consortium involving Dialog Group of Malaysia, the Johor state government and Royal Vopak is to invest US$1.33 billion to develop the Pengerang LNG terminal in Johor state, in the southern portion of Peninsular, in Malaysia. The terminal will include LNG storage, loading and regasification facilities and will be used for importing LNG for trading and domestic use. It will be the first independent LNG hub in Malaysia, and multiple users will be able to use it. The Malaysian government hopes to establish the country as the main LNG trading hub in Asia. The project will be developed in two phases. Phase 1, from 2013–2016, will see 360,000 m3 of storage capacity developed with regasification facilities, while in phase 2, to 2018, another 360,000 m2 of storage will be added.

The Malaysian government’s Performance Management & Delivery Unit (Pemandu) confirmed the investment. The Pengerang terminal is part of Pemandu’s oil and gas new key economic area (NKEA), one of 12 identified as important in the government’s Economic Transformation Programme (ETP). NKEAs receive policy support and financial incentives from the government. Dialog, the Johor government and Royal Vorpak are also planning a 5m m3 oil storage terminal at Pengerang, at a cost of US$1.4 billion. The terminal will be the first Independent LNG Trading Terminal in Asia, allowing multiple LNG users to store and trade the product.
