In August 2011, the Brunei Economic Development Board (BEDB) has consented to the establishment of a US$2.8 billion integrated gas-based petrochemical complex, to be located at the Sungai Liang Industrial Park (SPARK) which is currently developed and managed by the Sungai Liang Authority (SLA). The integrated gas-based petrochemical complex is expected to involve the development of six downstream plants, namely ammonia, urea, di-ammonium phosphate, ammonium sulphate, melamine and caprolactam, which will allow the facilities to produce chemicals for the production of fertilisers, textiles as well as plastics. The project will initially comprise the ammonia plant with a capacity of 850,000 m.t./ year and the urea plant with a capacity of 600,000 m.t./year. Construction is expected to begin by the end of 2012 and production start up is scheduled for 2015 (phase 1), while there is also the additional plan to build a melamine plant by 2018 (phase 2).

The project will be undertaken by a leading Japanese consortium, Mitsui Consortium, which comprises of Mitsui & Co., Ltd and Mitsui Chemicals, Inc. The award to Mitsui Consortium follows an international Request for Proposals process conducted by the Brunei Economic Development Board (BEDB) in November 2009 for the utilization of 0.5tcf of Brunei’s natural gas and evaluated by the consultancy firm, Wood Mackenzie. The Consortium has also offered a local equity participation of up to 49% in the project. The establishment of Brunei’s second petrochemical project on a 90-hectare site at SPARK will significantly contribute to SPARK’s continuous development, bringing the occupancy rate to approximately 75% of SPARK’s leasable land. Subject to further availability of natural gas, other gas-based petrochemical proposals are also being evaluated for consideration.
