MRPL, located in north of Mangalore city, is a State of Art Grassroot Refinery at Mangalore and is a subsidiary of ONGC. The Refinery has got a versatile design with high flexibility to process Crudes of various API and with high degree of Automation and is owned and operated by Oil and Natural Gas Corporation Limited (ONGC). MRPL has a design capacity to process 11.82 million metric tonnes per annum and is the only Refinery in India to have 2 Hydrocrackers producing Premium Diesel (High Cetane). It is also the only Refinery in India to have 2 CCRs producing Unleaded Petrol of High Octane. The project is currently at Phase III.

MRPL is also executing a Polypropylene unit, having an objective of producing Polypropylene from the Propylene produced in PFCCU, which is a value added product.

Contracts:

Engineers India Limited (EIL) are the Project Management Consultants for the Phase III Refinery project. M/s. Jacobs Engineering India Ltd. are the EPCM Consultant for the Crude / Vacuum Distillation Unit ( CDU/VDU). EIL is also the contractor for the Petro Fluidized Catalytic Cracking Unit (PFCCU), the Sulphur Recovery Unit (SRU) and the Polypropylene Unit (PPU). In addition, BHEL is the contractor for the Captive Power Plant (CPP), while Larsen & Toubro Limited (L&T) for the Diesel Hydrotreating Unit (DHDT) and the Hydrogen Generation unit (HGU). For the Delayed Coker Unit ( DCU) ( 4 sub packages), the Heater Package was awarded to Technip, the Coke Drum Structure Package (CDSP) to Punj Lloyd, the Balance of Plant (BOP) to Toyo India, the Coke Conveyer & Storage System to Tecpro and the Wet Gas Compressor (WGC) to BHEL- Hyderabad. Finally, the Coker Gas Oil Hydrotreating Unit (CHTU) was given to TICB and offsite piping was designed by EIL and executed by Punj Lloyd.

The Phase III project has interconnections with the existing Phase I & II refinery with respect to Hydrocarbon streams.The HCU-1 unit after revamp was successfully commissioned on 17.10.2011. Wet Air Oxidation unit was commissioned on 13.12.2011. Subsequent to the mechanical completion of necessary fire water network, flare network, utilities required and control systems, crude was cut in to CDU/VDU units on 25.03.2012 and the various products were routed to respective tanks on 29.03.2012. Further, two crude storage tanks each having 60,000 m3 capacity were commissioned on 30.3.2012 to enhance the crude storage capacity of refinery. The revamp of HCU-2 unit was also successfully completed in Apr-May 2012 revamp shutdown of the unit.
